Volunteer: Fire Lane Violations Patrol

PURPOSE: To enforce parking violations of the Fire Lanes, as set forth in Chapter 10.30 entitled “Miscellaneous City Rules of the Road” of the Sioux City Municipal Code

DESCRIPTION: Volunteers will enforce Fire Lane violations in the Sioux City area only. In representing the SCPD, the volunteer will display good human relations, communication, and common courtesy.  Volunteers will only issue tickets for unoccupied vehicles in the Fire Lanes.  Confrontation is to be avoided at all costs, as education is the focus of the program.  Volunteers are trained to record the license number of each vehicle they contact before exiting their vehicle.  Tickets can only be issued if there is a sign designating it as a Fire Lane.  At least four photographs will be taken of each vehicle with the Fire Lane sign visible that states at a minimum “Fire Lane    No Parking”.

QUALIFICATIONS: Must be 21 years of age or older, a U.S. citizen and pass a criminal background check.  Must serve without pay or reimbursement for expenses.  Must use the City vehicle.  Must successfully complete the SCPD training required.  Must wear VIPS identification tag when on duty. Must not act on behalf of the SCPD when not officially on duty.

TRAINING: Each volunteer will be trained in the technical area of writing a ticket, how to operate the camera, and how to appear in court for testimony when subpoenaed to do so.  Each volunteer will be instructed to avoid confrontation, and to not approach any vehicle that is occupied, as safety of the volunteer is a primary concern. Each volunteer will be instructed to park so that the City vehicle does not block another vehicle. 

TIME COMMITMENT: At least a one or two-hour block of time per week, when possible.

DESCRIPTION: Volunteer will enforce handicap parking violations in areas that do not have parking meters, unless after 6pm, in the Sioux City area only. In representing the SCPD, the volunteer will display good human relations, communication, and common courtesy.  Volunteers will only issue tickets for unoccupied vehicles in Handicap Parking spaces. Confrontation is to be avoided at all costs, as education is the focus of the program.  Volunteers are trained to record the license number of each vehicle they contact before exiting their vehicle.  At least four photographs will be taken of each vehicle with the upright handicap display sign visible.

Volunteer: Trailblazer: Perfect for the Cyclist or Walker

PURPOSE: To provide a friendly, visible presence on the bike trails and sky walks of Sioux City, while serving as the eyes and ears of the Sioux City Police Department. The Trailblazers will ride bikes, walk, run, etc. along the trails to promote safety and carry their cell phone to summon emergency assistance if necessary. 

DESCRIPTION: Trailblazers will maintain high visibility and a positive, informative profile and demeanor; provide courteous public service; and serve only as the eyes and ears of the SCPD. They are never to act in an enforcement capacity, but will call for a sworn officer if the situation warrants such a call.

QUALIFICATIONS: Must pass a criminal background check, project a positive, courteous image while representing the SCPD, be in relatively good physical condition, observant of surroundings for suspicious activity and graffiti, and be approachable if trail users need help. Must serve without pay or reimbursement for expenses. 

TRAINING: VIPS Orientation, bike safety and trail information

TIME COMMITMENT: Minimum of 3 – 4 times per month, when weather permits, and between dawn and dusk.

 RESPONSIBLE TO: Coordinator of VIPS and Captain of Support Services
